Short reach brakes can generally accept up to 28mm tyres (30mm even), if a frame is designed for short reach brakes and mudguard, it'll be mounted slightly higher than usual (e.g. shoes is set almost at the bottom of the arm).
Yeah I think that combo worked for me; cant remember running them above 60psi ever
60psi is alarmingly high, usually should be around 30-40psi.

It's 650b, usually 42mm Extra Leger Grand Bois Hetre for daily ride, and Superlight 38mm Compass for event (if the road is above average).
