We have some experience with "neighborhood watches" in Northern Ireland.
Let's just say I prefer an effective police force rather than unchecked (though no doubt well-meaning usually) individuals not bound by professional bodies with ethical codes and all that jazz. Do they have formal background checks? If anything goes south, who carries the can?
As the PSNI/council here is f-ing useless for smaller issues which can cause a lot of grievance (shouting abuse/noise issues/dumping), and the same may be the same in London it's no surprise though if people do form such watches. Case for government to do something but...blue moons and all that. Well they employ G4S, nuff said :P
