Private messages are private and I cannot access to them.

Allegations are just that and I don't ban people based on hearsay.

The only way that the threats will be reacted to is if the entirety of the PM is shared.

When that happens, standard forum rules apply.

All that said, if the threat is part of a tit-for-tat I'd come down heavily on both parties.

In essence: Name and shame, and if it's bad enough they'll get banned too. If it's part of a tit-for-tat you both get yourselves banned.

Why does he then need to explain it to you, again, after he's already done so?

You didn't report anything, you just made vague insinuations about somebody, somewhere, receiving 'threats' from someone.
