I don't know, maybe the same way Saxo knew Rogers was good enough to ride the Giro after several months out? And Wiggins is the one who withheld money from Froome and then did sweet fuck all to support him in the World Championships last year, who hasn't raced with Froome all year and is suddenly keen to help him? He might be sincere but Froome doesn't owe Wiggins anything at all. If he can do without him in the team then why risk it?
On the other hand if you are going to boo him from the side of the road then I can see that that would be devastating for him and probably ruin his whole race.

Personally I want to see Wiggins start in Yorkshire, and considering Froome got spat on about 15 times on the way up the Ventoux I know he won't be bothered by my boos, but I'll boo him anyway, whether you like it or not. You need to take your best riders to the Tour, Wiggins is an ex-winner, he has the form, he should be there.
