Let's compare it to a slightly different example. There's some software which is free to use for personal use, but you have to pay if you use it for commercial purposes.
Now to those who use it for commercial purposes it has value - it allows them to do some task which in turn lets them make a profit.
So if you're using something to make a profit, the provider of that resource is allowed/obliged [delete according to your political bent] to charge for it.
