Maybe, I can't see me making a clean job of that and clearing the brake cable too. I was thinking I some kind of T-bar type fixing to secure to the rear of the rack and a new threaded stay, but my poor mechanical knowledge can't think of anything suitable.
I'll talk to Argos about whether they could do it, going to get them to add some extra bottle bosses to the downtube anyway.
