48:15 will be ok for some sessions but probably a bit small for others.
Our hire bikes are on 48:15 and people are constantly complaining it's too light for anything other than the accreditation sessions.
Manchester seem to be quite funny/fussy about tyres, we aren't allowed to discriminate against any particular brand but Manc do (check their bike spec on the website, I think they don't allow Michelin on the track at all) and I don't think they allow dual compound or coloured tyres either - we do but we'll recommend you look for a solid black tyre when you come to get new ones.
