We (Glasgow) don't allow them - due to the likelyhood that the smaller body and sharper edges (compared to SPD-SL, Look etc) will carve bigger gouges out the track should you have an off. We also don't want the metal cleats chewing up the apron and/or track surface if you're holding someone up for a start.
Meadowbank didn't allow me to use them several years ago - due to them being more likely to accidentally unclip than a road or track pedal.
