This kit will deliver nicotine in a fairly effective way and she could always use higher nicotine eliquids at first (18 or 24 mg / ml). It might come down to how comfortable she is with filling, rewicking, etc rather than nicotine delivery or vapour production. There are plenty of videos on YouTube that show how it's done.
