Having a fee rules for group rides makes sense, as it should ensure the safety of the group and minimise incidents.
Back in the day, you'd get educated about group riding on your first few club runs, but the number of people who come into cycling via that route is diminishing. Therefore, laying down some rules up front should help those joining the rides.
I'll go back to being a grumpy old man now.
