In my experience it is not waterproof at all, but I've never been too hot in it over winter, and by the time I've got into the house, taken off my shoes etc etc, I'm usually dry again due to being warm and everything evaporating off.
I keep mine nikwaxed. Seems to do a half decent job.
But yeah poor description. The rear insulates just enough, and the front keeps the Wind chill out.
Used mine on a 0C ride through snow, sleet, Wind and rain. While I managed to maintain pace it was Perfect. When my extremities frooze and I slowed, I was screwed.
