The first is more comfortable, the second more versitile.
If its a bit nippy out you can ride all day in a pro team jacket. I did a ride last sunday in the Mountains. I climbed With it open and felt Nice and cool, and then zipped up for the descent. Nice and cosy. It was very undulating so it was Nice not to have to keep adding/removing layers.
Tommorrow I will go With base + jersey + windjacket for the same weather. I will be climbing for 1hr:45mins, then descending for ages. So I'll only need to change once really. So the layered system makes more sence.
