Not really if the fork is steel, it have low rider.
Any bike can be a fast road bike as long it got the idea fork, hell it's cheaper getting a Thorn audax fork with low rider,55mm rake and 1 1/8 in black for £100.
Or the new soma one with 65mm rake.
