I know in the UK non-tracked 'signed for' services have a 'tracking no.' or barcode attached to them even though it doesn't provide a trackable service and will only tell you when delivered-send Paypal a message asking how they can tell these services apart and how they can rely on it to prove it's whereabouts?
Either way, if he can't prove you received it, he's still liable for it as he chose and paid for the shipping service.
