I hate to be the dick who sticks his nose into other people's tournaments, but draws really suck in so many ways - players, spectators, ranking teams... I don't know enough about formatting, but would it be fairer to do 4 rounds without draws? If there's time, you could do a 5th round, if not, start elimination or do throw-ins?
In my experience (been to many tournaments, but admittedly only helped organise one...) banning golden goal doesn't really save much time - it's teams dawdling before and after games or players calling for a 5-minute mechanical timeout when they're 4-0 up and there's 30 seconds left and they could just go and sit in goal.
Could a compromise be a maximum of 3/4/5 minutes overtime, but keep golden goal?
