The Frame-Number begins wit U1 ...
It has Campy-Dropouts
The Seat-tube-sleve is quite standing out.

Pics don't seem to work whysoever...

They come with "tube-clamps" with which you can attach the front-rack even to forks without drilling.

I know it may be a struggle.
I think someone may be interested since it would be 28,75€ for a single stem. (In the lot)

However. I have some more stems of the same kind which I could sell for 35€ each plus postage.
