The Pre-Cursa is very good value, can easily pick one up for £400. The Track Champ has a stiffer frame but some reported seat-post tightening issues and I know people who dislike the stem geometry of the stock Track Champ. I haven't ridden the Tifosi CK10 but I've always been very impressed with the quality of their road frames, so I imagine it will be a good buy also. I'd go for the Tifosi over the Cinelli, good bike but you pay for the cinelli name.
Yeah Herne Hill has open days in the winter; open to people who have ridden the velodrome before and have their own bike, check out their website. Their regular open training sessions don't start again until Spring I believe.
