I know that this won't be any help, but I'm having the exact same problem. The steering tube of my forks, which I destroyed in an accident, is even a little bit longer, 20.5 cm exactly. I only started searching, but I'm already pretty sure that it will be very, very difficult to find this part...
I'd rather broken some bones in the accident than bending the forks...
