Unfortunately not, I just used one of the few i had lying in my part bin.
As @cjr suggested, the top cap is only there to keep the water out, and not to adjust the headset as the bearings are pre-loaded.
Just make sure not to over tight the stem bolts, as the forces will be unevenly distributed on the steerer. -

It was a real montello, with its genuine “webbed” BB shell.
Dropouts could have been requested or changed in a second time.
Forks looks like they are from newer models (Oria or own branded Pinarello tubing, like on the Stelvio).
I wouldn’t be surprised if that frame came out of the factory like this when the Montello was out of production, sold as a mid-range bike during the second half of the 90s.

The article doesn’t say that, it only says there are a few hundred surplus deaths in a single town in a range of 4 weeks, clearly died because of the virus.
Obviously authorities must give a cause of death, and without testing them in those cases is pneumonia.A lot of people still get tested, sent home, receive results over the phone and told to isolate. Few of them dies neglected as there is no actual space in the hospitals of that region.
