Both 801 and 501 will fit, 801 will need the plastic TL FC25 tool which will fit any regular HTII BB tool, basically a step down washer.
Surly says Chainring Clearance 24/36/48t so you should be able to clear quite a bit more than 36T.
Nothing beats actually trying one on though.

I see where your point but I've always got on when the wheels are off.
Always with a full rideable bike though but once when I had a double puncture in Dalston and had to get back to Clapham Common, Victoria to Stockwell and then to Clapham Common, wheels off strapped onto my bag, frame and all other bits on my hand, got through fine.

You could take the wheels off, hold it on one hand and frame on the other and you'll be allowed in.
It is actually legit per TFL, just did it on Sunday, wheels on my bag, frame on the left, Brompton on the right, made it from Turnpike Lane to London Bridge!
