It actually looks like the rider, is clocking the others overtaking him, then shouts allez to his driver to pick the speed up, unfortunately his driver doesn't do this very gradually and goes flat stick, leaving his rider off the back. It definely looks like the rider wanted to go a little quicker and called for the acceleration.
Sometimes, drivers think its thier race and push the riders too hard and drop them. Cardinal sin.
