Quick heads up regarding corrosion
This afternoon while walking, pushing my bike, on a side road along side the A69 dual carriageway at Hexham, Northumberland I saw a cyclist lying at the side of the eastbound carriageway, I immediately thought he was dead as he was not moving, I dumped my bike and climbed over the fence and went to him, he was unconcious, with severe facial injuries, bleeding from his mouth. he was breathing OK, ambulance phoned for, then a couple of other people turned up, including this old fellas son. I saw his bike lying also at the side of road was an old Pinarello and the forks had snapped at the steerer join area, I had a good look at the break and there was not a lot of metal where it had snapped, very little bright area where a break would have been as if corrosion had been in there for a while. --- So the point of this post is to make people aware that there is not a lot of metal in the steerer and if its corroded its strength is seriously compromised, its your face on the tarmac, so I urge you to check your steerer for rust in older bikes. ---- Oh by the way as an after thought the traffic flow on the road at the time was brisk and no bugger stopped for someone unconcious on the carriageway. -

It will probably weigh about a pound I do not have any scales, if you put a load over the front forks it does affect the feel of the bike, all old porteur photos I have seen the forks were well raked forward which I would imagine slows down the steering. I never had the rack with a heavy load on it, well never more than about 3 or 4 kilos.

You must check the wheel is correctly in the dropouts, if it is, your wheel needs dishing this would bring the rim to the centre of the chainstays and seatstays and directly under the centre bolt of the brake, if this is done the brake will probably work correctly, I cannot see how all of a sudden yesterday the brake packed up, with the wheel so far out of alignment which as you say has been like this for a long time.
