It needs a BB but I do have william cottered crankset that I might sell with it if needed.
Paintwork is good.
I wouldn't call putting Miche hubs and a cotterless BB the way towards a proper restoration, meself. This rims are rather sought after though ... And I'd say from the photos the paintwork has plenty of scrapes and chips, not just the one mentioned.
Still a nice find, especially with all that really nice Benelux and GB gear. Good luck steelisreal and whoever picks this up.
I have a friend with a nice williams double crankset (probably a bit later than this frame though) that he may like to part with, and I have a 50s Bayliss Wiley BB I'd like to sell, for cheap, if anyone wants to go cottered with this.

I am selling this stunning restored 1954 Carlton Flyer 531 tubing. it has an inch square where the paint has flaked of exposing the primer near the seat tube but is in great condition otherwise.
it is kitted out with 1950's components;

It has original Benelux shifters, front and rear mechs all working.
I don't know how old the bike is but I think its 50's or early 60's.
