I bought a frame from here, but I have problems. The seller wrote in the description that the frame is nicely powder coated to high standard, but when I recived the frame I noticed that decals under lacquer are really poorly applied - it looks like the whole decal has lots of tiny air pockets under it or its like old dried glue is stuck under decals, I really cant tell for sure, because Im not an expert on that. He provided quite good photos, but none of them showed the decals up close only from distance where the the defects are not noticable. Also the top tube has lots of small/tiny dents that he did not mention and did not show in the pictures.
So is it possible to ask for compensation from the seller? I like that frame and I want to build it up, but I would not have bought it if I had knew the defects the frame has.

I finally found some time to work on the stem. I went to my local welders shop and they said that they could repair it, but it was a bit pricy for me. So I took my files and sandpapers and started to mess around. Luckaly all went better than I expected. Now it looks like new. Only if you look really carefully at the bolt you can see that edge next to the bolt is uneaven. Its also a bit flat in that area but it's unnoticeable unless you touch it. I just need to remove some small scratches I missed and buff it up again.

The one next to the bolt is atleast 1mm deep and the other is 0,5mm I think.
I dont know how they got there because I bought this Rossin Pista from eBay and the seller did not mention these scratches and the photos where taken at a certain angle so that you could not notice the scratches.
I appreciate any help you can give me!
