Well it could be fixed if you decide to build it up that way....
Xootr Swift folding bike frameset 2007 in Silver.
Includes the frame, fork (CroMoly straight taper) and headset, riser with quick release lever, seat post with two quick-release levers, and removable rear derailleur hanger.A few scrapes and rubs on the frame, but no dents / dings. Haven't weighed frameset, but built up as 8 speed with Big Apples it weighed 10kg.
Fold is quick, much nicer ride than, but fold not as compact as Brompton, OK for train or the back of a car, but maybe not a crowded bus. I'm 6', 34" inside leg and easily got a comfortable fit. It can be adjusted for larger and smaller folk easily. Nice thing about these is they take standard parts; stems, bars, brakes, drive train, 406 BMX size wheels so good tyre selection, track ends at 132mm so a wide range of derailleur, single speed, fixed, hub gear set ups possible. Can take a front mech too, but needs a Xootr seat tube fitting.

Zenith 36h Fixed/Fixed Hubs laced x3 with aci spokes to mavic a319 rims, velox tape just one 20 mile ride on them.
Inners and vittoria rando 28c tyres with about 200 miles on each (so pretty much new).

http://www.flickr.com/photos/24734759@N07/sets/72157624477008991/I got these from Skeletor recently to go with Pompino frame I bought from him. Since got a Gazelle from here and a 28mm tyre has plenty of clearance but has to be deflated to fit / remove wheel and rims won’t take less than 28s.
I’d consider a swap / p/ex for a pair (or rear only) flip flop that will take 23mm-28mm tyres preferably 36 spoke.

Hippy, Apologies for not following forum rules, I'll close down other ads.
I'd prefer to sell as a set, but if someone just wants frame, one set of forks, headset and rack then I'll sell the remainder separately.
The pompino steel forks are uncut steerer so if whoever takes frame prefers carbon fork only then these will be available.
The seat tube is 57cm centre to top of seat tube and effective top tube is 57.5cm.

I know what you mean about the quill stems, great if you know exactly what you want, but a bit of a pain if you want to try different bars. Have you thought about one of the quill to aheadset adapters like this....

Genesis Day One Cross 2010 58cm, Drop Bar, Singlespeed
Picked up from shop Tuesday, ridden 15 miles. Have to let go of 29er or this one and I’m keeping 29er. Completely standard, (pics show with saddle, SPDs, fixed cog, bottle cage and crudcatcher which are all migrating to 29er).
£420 posted, £400 pick up Perthshire
Consider 60cm fixed, complete or f&f only, clearance for 28mm + guards required, or 6 bolt disc hubbed 700 wheelset in px.Marin steel frame. 19” size, 22.5” ETT. Rack braze ons. Nice retrobike or commute / tour project. NO disc mount. I don’t think it’s owt special like Tange Prestige or anything. Can’t tell from frame no. as that’s not clear following re-paint. Seat post, BB and headset included. (Headset not perfect, but useable).
