I like the look of this but the angles look pretty relaxed, will it still be nice and responsive? Do you think 54cm is to big for 5'6" 29" inside leg?

I'm going to be in Japan for a week and a half in early August. Am I likely to pick up a good value Japanese frameset in Tokyo or are the prices hiked up? I'm currently riding a Dawes frame with a 60cm Centre of BB to top of Seat tube way too big for my 5'7" with a 29" inside leg. Does 50cm for a man of my height sound right for a track specific frame. Many thanks for any suggestions.

Not steel but could be a good start point -
The fixed sprocket I have on my wheel has teeth protruding from a thicker portion of billet material, (should be vissible in the pic). As my chain falls on to the sprocket the edge of this thicker material makes contact with the links of the chain causing a fair amount of noise.I'm runnning a 3/32 chain and I believe it is a pretty standard sprocket. Am I being unrealistic in how quiet I expect the transmission to be or is it likely to be some sprocket Chain incompatability?A flatter sprocket would solve the problem but I would rather not part with anymore cash.
