i experimented,, the little lock nuts that go on the presta valves worked nice as a adjustable spacer,, but a few swipes with a file & refit, a few more swipes & refit till it aligns,, slow process but it works. On my first rack i went the presta valve lock nuts route, much quicker

i used the little lock nuts from the presta tubes as spacers & they worked perfectly,, add a little blue loctite & good to go,, i cut mine down like in the picture of the shortest installation
