There's a secondhand 360mm Lynskey on ebay US.

Mosso Taiwan has lightweight alu 7046 qr mtb frames in 26", 27.5 or 29er.
Grab a qr carbon fork from Trigon.
Plenty of vids online of Indo dudes picking them up...."Oh, so liiiiight".

With 700c wheels, price comes to near 900, as a self-build bundle. Choosing certain components. 1x with mech-disc brakes. Would be nice to have the JuinTech but that bumps up over budget.
Can take 700x38 or so, or 650b x 42.
If one of the frames had about a 360-365mm reach, you could run an 80-85mm stem.

I've always liked how the old Singular Peregrine looked.
Shocked! when I come across the Singular Facebook page to see they're still going, but in the shadows? Anyway, it seems a new Peregrine is in the works :)

Maybe a X-One Allround front?
My 700c wheelset currently has a X-One Bite rear, with X-One Allround front. Only because been riding some steep and loose on those.

Very high bb though.

Pan-flat depending where you ride, I guess.... ha ha.
If you like the flat stuff you could take the train to Mandurah and ride back along the bike path that runs pretty much parallel with the freeway. Its about 90km; I'd be making sure you pick a day when there's a tailwind; this time of year there's generally one kicks in. A couple of servos / food+drink stops along the way.
Closest I'd ever get to fixie-style would be a tracklocross, but I have my gravel bike :)
