With 700c wheels, price comes to near 900, as a self-build bundle. Choosing certain components. 1x with mech-disc brakes. Would be nice to have the JuinTech but that bumps up over budget.
Can take 700x38 or so, or 650b x 42.
If one of the frames had about a 360-365mm reach, you could run an 80-85mm stem.

Pan-flat depending where you ride, I guess.... ha ha.
If you like the flat stuff you could take the train to Mandurah and ride back along the bike path that runs pretty much parallel with the freeway. Its about 90km; I'd be making sure you pick a day when there's a tailwind; this time of year there's generally one kicks in. A couple of servos / food+drink stops along the way.
Closest I'd ever get to fixie-style would be a tracklocross, but I have my gravel bike :)
