I've tested the copenhagem wheel on a Tokyo Bike (smaller 650c wheels), and I thought it was amazing.
It's higher than your budget... and it's just a wheel: superpedestrian.comFor 1k you can get an electric bike that would do the job (have a look at evans) but it will be heavy, so you will need to make sure you always have battery to cycle otherwise will be like trying to cycle a 25kg bike.

Hi guys, have one of this for sale, it came with a bike I bought from a guy here, but didn't find very confy.

Hi, I want a step through to put a child seat on the rear (so racks would be good too),
Something steel would be nice (but not too heavy)
Something my partner and I can both ride, he's much taller but he'll use the bike less!
