I'd go 32 (possibly even 36) spokes front and rear with a shallower rim depth. The wheels will be stronger, and all things being equal more reliable for longer. I have 36 front and rear and those things can take a beating without needing much more than a very light true once or twice a year
Depends on what it is, but Bike workshop on colston street have helped me out with a few things on steel frames before, like tracking and reaming a ST before for a decent price

My unspectacular, does-a-bit-of-everything and all the parts were bought for other purposes Vig. Weighs in at a fairly heavy 7.1kg, so it's a perfect match for its owner.
