I have got seized posts out before. On a kona mtb at i was having repainted i had it mealt it out with a welding torch didnt take long and it was fun see it dribble out. rode the bike for over a year afterwards without issue. Still got the frame.
On a cusmer bike i was ftr more patient. 2 weeks of spraying a can of plus gas on it. And every day i clamp thenpost in the vice and turn the frame or at least try. After two weeks the post started to move. I saved the post too which was a noce campagnolo post. Frame and post were seperated and the re united with a good smear of anti seize to stop a further renewal of wedding vows.
The hacksaw method will take hours.

I have a pinarello monviso with a 7402/3 groupset it is quite heavy at 11kg. If i put enough effort in it certainly moves well but i really have to try a bit harder. Not convinced it is the wheels though although these are heavy at 1.9kg (da hubs on ambrosio nemesis rims). I think part of the issue is the vittoria pave tubs as i have pave clinchers on another bike and they felt slower than the tyres i have now on that bike. On that same bike the wheels are 2kg (mavic cx14 rims) and the whole bike behaves and feels is far more like a race bike And thats with a old mavic groupset. It is a vitus 992, in fact it is quite swift. So zonda wheels will make a difference but i think the issue is more the frame. Swapping the groupset for a modern one will not help much at all. I use my pinarello when i want to do a club run or have recovery ride or similar.
I did weigh 7402 components before i fitted them and they are heavy so switching to a modern veloce groupset for example could save 300g perhaps over a modern veloce groupset (which is quite light). Wheels will save anpther 400 to 500g. So your bike will be a bit lighter but it will still be the same bike and feel a little unresponsive to power imputs.
Daytona 10 speed works really well. I Have record 10 speed on one bike and i think it is one of the best groupsets ever made, but daytona feels very similar. Dura ace 8 speed is also up there alng with most dura ace kit.
If you are going to swap wheels go for one with a wider rim, that means handbuilt or fulcrum racing 5 lg. Also fit race tyres like vittoria corsa cx these are excellent and are even quite puncture resistant.

Mine have never worked loose. If you use the right bb then they won't. If the tapers are damaged they will wprk loose but tapers get dmaged from incorrect fitting mostly.
I generally find external cup bb's give me fewer miles than a good square taper. I had 3000 from an ultegra bb (external) on summer use on the trek but since i have switched to chorus square taper bb and a campagnolo record chainset i have exceeded that mileage during crappy winter weather.
I do ultra torque super record on my race bike. Must give that bb a service not something i have to do with a square taper bb. The only benefit of external bb systems is lower weight but not by much so i am quite neutral on this. Most of the chainsets i own use and use cartridge bb's. I'm a fan.
Stronglight do good double chaimsets called the impact double. Readily available and a similar weight to the op's campagnolo chainset.

650b rims with long drop calipers. Somyou want rubbish braking then. 650b is a disc brake rim size now. very few rims about for rim brakes that you can buy in the u.k. in fact there may be none in the u.k. dutch shops and some ammerican stores may have them. 650b was a older size going back a few decades. You cant even get a good selection of road tyres for them. Why not use 700c wheels alot easier.

Ultra torque is adecent system but no more reliable than square taper. The ultimate chainset is the carbon record 10 speed. Got two of these and they are light at 560g, add a record bb at 190g. For me thats perfection.
Alot of shop will shy away or charge a permium for facing/chasing bb threads in ti frames as it very hard on the tools. Yes a shop needs to do it unless you want to spend hundreds of pounds on the tools needed and you will good ones for a ti frame.
External bb are not an upgrade over square taper. Certainly not as reliable.

I dont think lower gearing would help if you are going to struggle you will will strugle in a lower gear As 38/28 is pretty low.
since you are fitting a 38T inner ring your gearing should be low enough. At least you are doing the right thing in trying to lower your gearing unlike me who goes riding in the polino national park in italy last year and wonders were does that road go, well in 41/27 as my lowest gear that was mistake. Still i got up the daftly steep 13km climb. So i am sure you'll be fine.

Dt swiss rr415 got a few of those left. There are lighter rims like the kknlin xr 200, stans alpha 340 and ryde pulse sprint but these are not box section. The dt rim is and is 420g And alot stiffer than an open pro. I have mine built up with lader spokes in 28h drilling and they are fine for my 82 kg. Dont use them much now as i have worn out the front and i have other wheels that have stepped in.
