I have similar experience from my country, Poland. Where I could leave my bike outside for days and not much rust happened where in Brighton, probably because of the sea, riding in the rain causes everything to rot, not even thinking about leaving bike outside.

if i would recommend something new it would be Schwalbe Kevlar Blizzard, you just really need to want to kill the pair of those, so thick rubber and rolls great on both dry and wet. 18quid a pair on ebay.
That's right. Those frames are made by Mielec so probably you can ask for a copy of it. With adjusting the details like polished lugs and stuff.
Edit: if you will have any problems with communication with them or just translation feel free to ask for help I'm native polish speaker.
