It's possible to use thicker tubes from a lighter steel alloy and have the same weight, but cause the tubes are the same diameter, there won't be much difference in stiffness? -
Yes, but there are very stiff steel frames and not very stiff steel frames.
From the outside and from the inside there's not much difference in the way they look,
So where does the stiffness come from? -
Yes, but there are still some alloys that are stiffer than others.
Same tube diameter and wall thickness steel tubes differ in their stiffness.But I get that if for some reason there's an option of using more material to make the tubes stiffer, then make it wider, not thicker. As thicker tubes don't have as much stiffness as wider tubes using the same amount of material per length of tube.

and, obviously, vitus stickers all around.
Also it has an extremely thin top tube...
