I took out and measured the insole, at its longest X widest: 28.5 cm X 9.1 cm. Also, the outsole, measures 30 cm X 10.3 cm.

Take the chain off and wheel out. Grab hold of the cage and rotate it anti-clockwise about 3/4 of a turn (as seen from the right) before replacing the chain This will put the spring into the correct tension.

The chain might be the wrong way round?

Are you sure you mounted your chain the correct way?
If it worked before the clean, then you're doing something wrong. Look for some guide, usually Park Tool have nice videos.

Have you weighted the whole setup? Was looking for a belt drive setup myself, however 144 BCD sprockets are hard to find, for my D-A cranks.
