Personally I'd go drops, good to have the option of getting the body low, if just for grip/cornering. If you're going to be spending a lot of time on bridal paths, and possible descending off road, I would highly recommend them.
I've heard really good things about the GravelKings but sadly it seems they only go to 28.. -
It's actually pretty cool that they have all that info on thier website, however I'm not sure how they managed to get the following into the copy without some one raising an eyebrow "high-precision assembly guarantee perfect rolling performance; every bit of the rider’s energy is transformed into forward momentum"

Picked up this frame from @DoktorPepe not too long ago, the plan is to race it at track league this year. Most of the parts currently used are left over from other builds, as I go I'll assess what's working and what improvements are needed. Already I need to swap out the back wheel, It's a bit of a dud and the back sprocket is stuck on the wheel, I've got a silver set of training wheels that I'll swap out for track but these black wheels were on a pre cursa that I sold and pinched the cranks from. Can't wait to get it down to Herne Hill..

Most frames built in reynolds 531 have a 27.2 seat tube although not all bikes with a 27.2 seat tube are reynolds 531 if that helps ;-)
As you say Rourke or not it's not a bad price for the frame, just worth keeping in mind that with a 116mm rear triangle it might be a stretch to cold set it to 130mm for a modern rear wheel. Although happy to be corrected on that if others think it's not an issue..
