I've done a lot of research online and all the info is pretty much related to rear mechs or front mechs and the inability to change to the biggest ring. I'm trying to put together a 2x11 setup and although front mech is not indexed the cable pull might still affect function. Would Shimano 11 speed road shifters work with a MTB double 11 speed front mech? Otherwise, would they work with a double 10 speed MTB front mech?
Can't use a road front mech as it's an 38/28 MTB chainset.
I want to be 100% sure it works before forking out on the STI.
Has anyone tried it?

I had the same issue in the past.
I've positioned the levers where I wanted them to be and used a marker to draw on the bars 1 line at each side of the clip.
I then wrapped the bars right up to the mark. Removed the lever from the clip as per your picture, used a strip of the same tape to hold the clip (like the extra pieces that come with modern bar tape), pressing on the slot so it sticks to the bar.
Wrapped around close to the clip so you don't end up with a gap. Once past the clip, you can now fit the lever, could be tricky to find the threaded hole first attempt. Once that's done you can tightened it.
I think it looks tidier than fitting the clip over the tape. -
I haven't used any of the saddlebags but have a couple of the 'mugbags', and a front pouch and I'm really happy with them..

Hmmm, you can still shake it and see if it’s the cables as @PhilDAS suggested.

Mine only came as single speed, the equivalent of the current black and yellow version.
Had to buy the sliding dropout with built in rear mech hanger. I've fitted a GX chainset, XT rear mech, shifter and cassette and still going strong.
Done a bit of touring, ridden on tarmac, gravel, sand. I find it very comfortable. -
