Always wanted something a bit like this for my audax/touring bike (when I had one) which didn't have any mounts or much space for bags at the front.
I had a great bigxtop bag but no rack and ended up using the klickflix stem mounting system which works but is so ugly I can't bring myself to use it again.
The market is probably not huge but I reckon plenty of people would be interested.

Most of them are race bikes and typically they are pretty long and definitely low at the front end.

I use mine like this. I always feel (and am) super slow on cold winter rides so I'm not sure I can comment, and have never really ridden a pure road bike as a winter trainer.
I'd say if you're coming from a 25c road bike it will feel sluggish. In some ways for the roads I ride in winter the extra tyre and coverage trumps any of that really so I'm less concerned with spritely road feeling, although every year it's good to get back on a proper road bike...

I can see what you mean. I know coming from road bike or 23mm fixie my secan feels kind of sluggish and boring. It's got 38mm tyres and it's not a light bike. However once I get it moving I forget that pretty quick. It's super "stable" and irons out a lot of road shit that frankly really gets on my tits on skinny tyres. But quick accelerations (urging you on) yeah I don't really get that. Off road I think it's a different story and for me the big rides I've done on all the surfaces make up for those negatives. I've used it purely as a road bike in winter but it isn't a road bike or a cross bike.
Hard not to sound like a golf club wanker writing this :)

I love me a good tube strike - but if you try and ride like you normally do you are in for trouble. Of all the days, its the one to set off 10 mins early, and ride super chilled around the carnage, taking it all in.
Marvel at the machines dragged out of sheds/hedges and employed for this brief period as that individual's primary transport mode.
Wonder at the clothing choices, backwards helmets and arse cracks on display
Be amazed at the lack of road craft and perception.
Smirk at the other regular commuter's frustrations at their presence.
Rejoice when they return to their metal tubesOgmios school of Zen cycle commuting.
Actually think this is a good way to approach the commute everyday.
