+1 what Dylan said about badly cut ends. If you don't file them off flat (or use a Dremel) they act like a spring, creating that spongy effect. Checkout/google Sheldon Brown on Cables, it's brilliant.

Stripping a bike frame down to bare metal by hand is basically hell. Spraying it by hand at home then seeing all the dust etc. settle is even worse.
Take it to a powder coaters. They sand blast it. It's easy and cheap. And you get a result.
Or for an economy bodge job, use Hammerite.
errr, don't use diesel as it will wreck the rubber on your tyres with generally unsavoury consequences. Put a strip of inner tube in a jar of diesel and see what it does to rubber.
