I'm assuming the chrome was done at the time of the refurb? Raleigh would never have chrome plated 753 except maybe just the dropouts because the polishing required for a good finish thins it out too much and makes it very brittle. Peugeot plated the rear stays on their 753s and thats why many of them snap where they join at the drop outs.

Unfortunately, it's not that straight forward for obvious reasons.
For full name and address details of the current registered keeper you need to apply to DVLA in writing (using the correct form), explaining exactly why you need this information. You cannot obtain the info simply because someone cut you up or caused you an accident unless you have some kind of proof/legal back up. In that case the police should already be involved and they would, or should, have done this for their own information by now anyway.I have to do this fairly regularly for my employer (local authority) when people dump their cars on their land. I don't think it's any different for a private individual but I stand to be corrected.
