As much as I want to think 'well it's good someone's trying to put together a business' etc, The bikes are so fucking bad and the pretentious naming bullshit is the icing on the cake. Also, gross misuse of the word 'custom'. As long as no-one pays the asking price, I can't imagine him making much money off it when the bidding ends.

WANTED:
After a small beater road frame or complete bike 52cm seat-tube ideally. Looking for something pretty crap as will need to be locked up outside on a fairly permanent basis.

elbow grease just means i have put in a lot of work with my hands, i remove rust from chrome with a piece of hard plastic or wood and just scratch it off and than wipe with a rag and last some autosol polish to get it really shiny again, never use anything metal on chrome
I thought using aluminium foil on chrome was OK, as it's supposedly softer than chrome and won't scratch it?

Seems unlikely that an old raleigh frame would have had 650c wheels, more likely old 26'x 1 3/8 road wheels. If this is the case you'll struggle to put 700c wheels in it, there probably won't be the clearance. The same would go for 650c's. What I would suggest is borrow a 700c wheel of someone (or go to an LBS) and double check.

The heat thing generally works, though I've heard only if the stem is made from different material to the fork (usually are, some kind of light alloy vs steel) As they expand and contract at different rates. I used a blowtorch, heated then dunked it into cold water, and kept repeating. Then used a long metal bar for leverage and kept twisting until it budged. Plus a few whacks through the steerer with lump hammer and a steel rod. Took forever a couple of days of various processes but got there in the end. Cracked the stem in half though.

Lol, I agree, the op seems to be wanting to go to enormous lengths to change a beautiful bike into something it's not. That paint Jobs gorgeous! Would be a shame to strip it.
However, regarding the saddlebag, If you want it black, it's a bit of effort, but you can sand the top layer of the leather and polish it back up with some black shoe polish. I did this on some red leather boots, worked fine.
