I have a 49T 1/8" Dura Ace FC-7710 ring in light bronze and a choice of either a Campagnolo Record or a Dura Ace loose ball English threaded bracket.
Apologies for the crap pics, the light is dreadful for reflective items :-(

I have a 54cm alloy track frame with carbon forks.
It was finished with new matt black powder coat just done before it was put in the bike store. Comes with Shimano 600 head set and seatpin.
Full build may be available depending on your choice of components .Based in Edinburgh , happy to post to York.

Ah yes, the black more modern ones, they would make up a nice pair of track wheels....
Shame if you had just the one lonely wheel though .....

Well, what a coincidence !
I was looking through the bike store and found a pair of brand new 28 hole, 50mm glossy finish 700C carbon sprint rims that were crash spares for a batch of track wheels that were built up some time ago but never needed.
I will look them out again and take some snaps for you ..
There are also a pair of 28 hole Sheriff Star track hubs to go with them :-)

I think I have a couple of small Paul Donohue track bikes left in these sizes for 700c wheels
They are Reynolds 853 tubing , not sure of the exact details till I have a look in the bike store.
Snap attached from the last time one was partially built up .

Does the chainring need to be 1/8" or 3/32" ?
Sure I have some small Campagnolo rings in 144BCD possibly 41, 42, 43 44 and a D.A. 45
Just had a look and in 144BCD silver there is an almost new 43T 1/8" Campagnolo record ring and a lightly used Royce 45T 3/32 ring
