I don't think it works like that. No-one is going to pay you out on something that is still extremely unlikely.
But... you could hedge it. Offer odds on betfair or wherever, that Chelsea go down, that's higher than market rate, and see if anyone bites. As long as your position is less than the £3755 you'll make if Chelsea do go down, then you win either way.
Say you take a £50 bet at 50:1, if Chelsea go down, you end up with total of $1205. If they don't, you've made £45.
Obviously, if you seriously think Chelsea will go down, then don't do this.

Well, my point is it's really not Britain's business at all. Let the UN deal with it. Just stay out of it, with the exception of taking in any refugees, who don't want to live there.
There are plenty of other countries who are doing absolutely nothing, and I don't see why Britain needs to be different.

I dunno, maybe realise Britain is a small island on the edge of Europe, not the empire any more, and doesn't need continue trying to be world policeman (in Syria, Iraq or elsewhere). Let the UN deal with it. That's what it's meant to be there for.
Maybe negotiate with IS, and let them have their Islamic Caliphate if that's what they want, but be willing to take in those who don't want to be part of it. Bad regimes have a habit of falling in the long run.
But either way don't start bombing people, because killing someone's family is not the best way to make friends.

Well. This pretty much proves it's the team. Klopp is a good manager, and Rodgers was decent. But this team needs some serious work, if we want to finish near the top
