Depends alot on the height of the cyclist. I'm pretty flexible, but only 5'7 1/2" (the 1/2 s important) so only run a 4cm drop on the fixie (Deepish road drops), 2cm on the commuter (using midge bars), and 0 drop on the XC (flat bars).

I've high 'ape factor' long torso and arms and short legs so a lot of saddle to bar drop suits me quite well i think, i usually end up streched out on a set of bullhorns set about 5-6 inches below the saddle -

hate sitting upright like i'm pushing a shopping trolleyThat fuji does have the saddle cranked up quite high for the frame size, and the stem is in the flipped lower position than it comes as standard, you can see that there is atleast a 4 inch saddle to bar drop to the Tops of the bars, another 4 inches roughly to the drops...
that is more extreme than most people have their road going track bikes set up i think -

To the guy who quoted 'muffin top' - sit ups will do nothing for it, the localised excersise won't burn fat in that particular area of your body, and fat around your gut is the last to go - to get rid of that: calories burned > calories eaten. Every day.
