The coop would need to be incorporated, ie. CIC as @skydancer has said, but also could be a CBS or probably more appropriate would be a CS ("Cooperative Society")

This might have been shot down already (we're 14 pages in) but what would be the scope of liability for a cooperative or similar community owned legal entity?
I guess that relies on there being an appetite for the community to operate more like a members association, coop or similar. Perhaps that also comes with things like more stable cashflow (even if it was a token auth fee of Β£2p.a. or whatever it might be)
If in doubt, collectivise?

Doesn't sound like it's sticked up with gunk, especially if it moves inward to big end freely.
Detach cable completely, chain off and double check the H screw is backed out all the way. Also might be worth checking if theres nothing caught in behind / inside the mech itself (twig, small stone, etc). Would be easier with derailleur off bike

The mech hanger being that little bit bent wouldnt put you 3 cogs in, and from what I can see there is no other obvious bend /twist to the body.
This might be daft to ask ... but have you tried turning the pedals / chain since you released the cable? If it's not the limit screw or muck holding it in place, a chain (partcularly an old stiffed up rusty one) will do that just fine if theres no rotation made to allow the derailleur to guide chain back down to high gear.
If thats not it, as @M_V says, back out the L + H screws βΒ next port of call should be to get it off the bike and give it a really good clean, lube and flex all the spring / jointed parts.

Depends if the DT swiss 240s hub is a 100x hub with assymetric end caps or a 110 specific one with symetrical.
Reverse situation: most 100 > 110 end cap conversions are assymetrical so to go 100 > 110 you just change drive side end cap and redish your wheel to centre rim accordingly (the disc mounts stay in position, extra 10mm added to drive side).

I've been looking for a while but not turned up anything viable.
They are this (annoyingly slightly proprietary) shape:It's similar to the more readily available Dia Compe springs (below), but with the dogleg and no finger latch at the end. Begrudgingly I've a set of these on order. Hopefully they are the right depth and the lever arm has enough reach
