I think it's an excellent opportunity if you're looking for something like this.
If it was 2 - 3 cm lower/smaller, I would have taken it (after a short conversation about the price).
New downtube is a piece of cake for a framebuilder, respray has to be calculated for almost every vintage project.
So, this is a good thing to start with, if it's your size.Damn, I'm not tall enough (although the TT is my size). Just don't want to ride such a beauty with the saddle on the toptube.

Kwantes (as far as I know):
KLAAS Kwantes (not Kim as the ad says), born 1930 in Amsterdam. Was racer in the 50's, even 3 years as a pro
Used to be a mechanic, with track racing as speciality. I guess until approx. 20 years ago.
There were (mainly track and stayer/motorpaced/demi-fond) frames with his name on it.
Kwantes was the mechanic of the Dutch national track team and, later, (a.o.) Peter Pieters.
Pieters, the former coach of the Dutch national team, stopped after the W.C. in Poland, was a good track racer in the late 70's and 80's and early 90's, and won the classic road race Paris-Tours.
Daughter Willy Kwantes was also a good racer.A pity the frameset isn't available anymore and a bit too small for me. Otherwise I would have tried to get in back to NL.
I'm interested in the pedals.
I do have Strada / Road pedals in Record (steel cage, chrome plated) and Super Leggeri (black aluminium cage). Both pairs new and unused.
Also toeclips Campy, size L, both steel and alu.
Maybe you wanna swap ?
Small detail: I'm in NL (but since you have a Koga, maybe that not such a problem).
