Chrome plating's a 3 stage process. Copper, then nickel, then chrome. So, nickle plating just stops at stage 2. Less weight and a warmer finish. Another nice example here:

By way of explanation re the hubs: I planned to sell this about 6 weeks ago. More or less the day after, someone kindly stole the front wheel. So, I needed to build up a new pair to make the bike saleable as a whole. I had the rims spare, but didn't fancy spending £150 plus on some new hubs knowing the bike would be out the door in a couple of weeks...
Just self preservation, I guess...
