Looks like a decent saddle to bar drop.
I raised my bars last year. From -17 to -10 stem. Means I can ride with flat forearms while cupping the hoods. Which is more aero than a slammed stem that forces you to use the drops to get low.
Narrow bars in this position make a bigger difference than an aero frame I bet.

Get some bid standard mtb tyres (like the racing Ralph 2.4"). Run them.
If there's more clearance upgrade your rims.
These look nice and meaty. Are 2.5". Plus are cheap.

The hubs aren't the problem.
The frame and wheel design is. How do you plan to get your chain past a 4.8" tyre?
Surly pushed the rear hub 17.5mm more to the drive side to increase chainline.
Also if your rim is 80 - 100mm wide with a fat tyre on it. Pushing a wheel into 100m spaced forks will be tricky.
This is why the new standard is to use extra wide hubs and frame/fork spacing.

Drive down to Hafjell to chase some dry roads and new climbs.
I'm well out of shape after summer hols. So broke before the last climb on Saturday. But did it anyway.
Which meant I broke a bit after the first climb on Sunday. Then rode another 109km across the Rondane mountain scape hanging out my own arse (as my brother would say).
Worth it.
