If you're going to do that, I would strongly advise the go to them, through the legal advice, and admit the riding on the pavement, apologise for not heeding the authority of an officer of the law and refute the other two. Add to that he will not level an official complaint for the racism and intimidation and I reckon they'll accept.

Contact the police, obtain their official complaints procedure and follow it to the letter for starters.
Also, do all of the written communication for your friend and make sure you spell check and grammar check everything you do. I say this because from the above it's obvious his English isn't fully fluent and it looks better if it is. Also, if you write from a more dispassionate viewpoint, it will appear as if he is "getting help". It'll make the cops adopt a by the book approach in case the help is coming from the legal sector.

Sources of funding for road building and maintenance;
Motorways - Car Tax (correctly called Vehicle Excise Duty) topped up by funding from the Treasury as that isn't enough. Treasury funding comes from Income Tax, VAT (including that charge on bicycles) etc.
Major trunk roads (i.e. non urban A & B roads) - Treasury funding as above.
All other roads - Council Tax.

Sorry, I should have thought about that. It was a dick move to post whilst the stage was still underway and I will be more circumspect in the future.
Although, to be fair, in a thread about an ongoing race, there is a good chance that there will be information about the progress. And when do details and results stop being spoilers? It's not as if a poster is going to know when everyone has had a chance to catch up on the days action and therefore be able to discuss it freely.

Technically you can but you would have to use something like the ASBO mechanism which lack effectiveness and policeability outside a local community situation. Then again, driving bans are also notoriously useless unless the driver gets caught again and you can then indulge in a book throwing exercise.

Bearing in mind that jaywalking is not actually a crime in this country, he had a legitimate obligation to make a reasonable effort to avoid a collision. Shouting at the pedestrians did not fulfil that obligation as there is no legitimate case for transference of the onus of responsibility.
Oddly, whether or not he could have stopped in time is a moot point in this case. Taking into account the nature of what the rider said, it is safe to assume that he perceived that he could have done but chose not to.
Either should do.
