get it rebounded. i beleive vitus will rebound it if they're still going. if not it can be rebounded using aerospace grade glue and a jig to put the tube and lugs under compression.

as for the stem it's a flipped stem most likely 80mm with a 10 degree rise. look for x-lite,kalloy,kore or ritchy for a cheap stem that this can be done to.
you acn even get it in an 1" if you look hard enough.

i've been watching recumbents with interest for some time with the thought to building one for the fun of it (bit like my single speed was build because i could and so will my fixed be when i get the chance)
have a look at barchetta and slyway they have some very nice and very simple short wheel based high racers which could be fun on the streets of london.

not riding fixed at present as i ran out of space for bikes. but still have a single speed hack that i'm adicted to riding. i'm afriad it's a conversion on a shimano hub and spacers so you guys may not like it that and dare i say it its a 26" wheel. anyway

been riding bikes for years when most people got a car i kept riding and havn't stopped yet.
