Quill stems fit threaded forks and headsets, usually 1". I am yet to hear of a 1 1/8" threaded fork or headset. I have a rather ugly 1 1/8" A-head stem that you are more than welcome to for the price of free. If you were to flip it upside down in poor light; it might look like a quill stem to a short sighted man.
Yeah sorry, just need a standard quill stem for threaded forks. Cheers

Building a bike for a friend, he's new to cycling so wants to go ss for now (the fact that he fell of my fixed 3 times on the way to the shop also added to his decision). Were on a very tight budget so i've put target prices for each part but obviously happy to take anything for lower than specified (if there is a lower) I know its hopeful but thought i might as-well give it a try...
Rear Hub - 32h, 120mm with freewheel (£15) + someone to fit the hub to my rim
Crankset - square taper, preferably 165mm but beggars cant be choosers (£20)
Stem - 1/1-8 quill stem (0-£5!?)
Bars - preferably bullhorns (or chopable drop downs) (£5)
Let me know if you've got anything that might help :)
